Has it occurred to anyone?

Below we link to a Newsweek article that describes the trustworthiness of Canadian banks. (Long may it last.) In passing, the writer observed that Canada's immigration policy assigns higher points for advanced degrees, to try to ensure that the well-educated are more likely to gain entry.

We wonder why a country wouldn't give points to immigrants who truly value their adopted country's values - free speech, freedom of religion, the equality of women, no person above the law, limited government and the right to trial by jury, among others.

It might be difficult to discover if an immigrant truly held these values, but it would not be impossible.
