Banning cluster bombs

The Wall Street Journal and the Independent report that "Britain on Tuesday became the biggest military power to ban 'dumb' cluster bombs without self-destruct devices." However, the self-destruct mechanisms do not always work so the bombs can cause unintended civilian casualties long after a war has ended.

In February, Britain and 45 other countries signed up to a new arms control declaration calling for an international ban on cluster bombs in 2008. Landmine Action and the memorial fund set up in honour of Princess Diana have been among the groups working toward a ban.
